The Officer Administering the Government, Hong
Kong, presents his compliments to the Secretary of State
for the Colonies and begs to forward for his information
a copy of his despatch No.42 of 20th February, 1941, on
the subject of the 1941-42 estimates, together with one
copy of the Colonial Secretary's speech to the Legislative
Council on 20th February, 1941, which indicates the
amendments made by the Select Committee to the estimates
as originally presented on 16th January, 1941.
The despatch with all the enclosures mentioned
therein is being forwarded by the usual route but in view
of the shortness of time before the commencement of the
new financial year on 1st April, 1941, the above-mentioned
copy is being forwarded by Pan-American Airways.
